IRCTC – Irctc air ticket not booked but amount deducted from account .Not refunded

Please briefly explain why you feel this question should be reported .
Sir
On 14.01.19 air ticket booked from my debit card through irctc air ticket booking app from Hyderabad to Bhubaneswar.
But ticket status not booked but amount deducted from my account Rs 4520.50.
Transaction no 2002161734
One more tran no 2002172095.
So far the amount not refunded to my account.
I have sent email along with attached bank statement to flights@irctc.co.in.
No response.
Please help me to get refund of money.
