You Broadband – Internet connection

I am facing speed related issue with this broadband company. I was promised 12 mbps speed whereas I am getting only 1-2 mbps.I have raised multiple complaints to customer care but they pay no heed. Every time I call them they say issue will be addressed in 4hrs, but nothing happens. Its been almost 1 months and they are not even ready to return my money if I cancel the connection, stating that its company policy. Please help
